Right to Safe Affordable Housing
Renters should have access to housing that is safe, decent and affordable and should pay no more than 30 percent of household income on housing costs. Owners of rental housing and state and local governments should ensure that homes for rent meet habitability standards and are free of health and safety hazards, such as lead or mold. In addition, owners should provide services and amenities as advertised or included in the lease (such as utility costs and functional appliances) and ensure that the residential housing unit is well maintained (including common areas). Renters should face minimal barriers when applying for housing and receiving housing assistance, which includes minimally burdensome application and documentation requirements and fair and equal tenant screening. The right thin-set mortar or adhesive has additives to keep it from becoming brittle in cold weather
Modified thin-set mortar attaches tile or stone to surfaces such as cement or concrete. The additives in the "modified" thin-set will help it withstand weathering and time. Adhesive materials like mastic or unmodified mortar do not the additives that resist water and temperature fluctuations.
A modified thin-set has more cement and polymers, helping it perform better. You can pay anywhere from $10 to $25 per 50 pounds. Depending on the tile application, 50 pounds can cover 25 to 50 square feet for a unique tile or special pavers that require a thicker application; or if you add straightforward mosaic porcelain tiles, 50-pounds can cover 200 square feet.
Another standard adhesive that is used for outdoor tiling projects is PL adhesive. It is a polyurethane-based, moisture-curing adhesive that is much stronger than ordinary construction adhesives. PL adhesive is pricey compared to thin-set, costing about $10 for a 28 oz. tube. It's best used to fix tiles that come loose or, if you are tiling a small, custom project.
Products to buy to attach tile to cement
The most common adhesive brands available in the U.S. for outdoor tiling projects include:
- Versabond: High bond strength, all-purpose, polymer-modified mortar adheres to most surfaces; used indoors and outdoors; can also set in cold weather
- Laticrete 254: Polymer-fortified, thin-set mortar for interiors and exteriors; useful for thin porcelain tiles, thin porcelain tile panels, and glass tiles; bonds to exterior glue plywood and concrete
- Loctite PL Premium: This modified thin-set mortar alternative also goes by LePage PL Premium in Canada. This polyurethane-based construction adhesive works very well in all outdoor conditions. It comes in a caulking tube; it's thick—a good consistency for setting tiles.

Steps to set tile on cement
- Clean the metal surface to get rid of any dirt, oil, grease or other contaminates. The tile will not adhere correctly if any of these are present.
- Apply the appropriate adhesive to the metal with the appropriate trowel (see Tips), spreading enough adhesive to cover an area that you are comfortable finishing in less than 10 minutes. Set the tiles into the adhesive, and use spacers to create a uniform grout line.
- Allow the adhesive to dry for 24 hours.
- Grout the grout lines. Mix the grout in a 5-gallon bucket so it is the consistency of peanut butter. Spread the grout with a grout float, and force it into the grout lines from multiple angles. Allow the grout to dry for 24 hours before allowing regular use of the tiled area.
- After the grout has cured for 72 hours, apply at least two coats of high-quality penetrating tile and grout sealer.
