Session Overview
The smallest state in the US has become a leader in digital transformation in government under the leadership of Liz Tanner, the Scretary of Commerce for the State of Rhode Island. As Director, Dept. of Business Regulation, she initiated the
transformation for Digital Identity and Credentials in the state.
The Dept. of Business Regulation manages all the licenses and credentials for businesses and individuals. That covers accounting, restaurants, banking and all other types of businesses and professionals operating in the state. Leveraging Hyperledger Indy and Aries,
Liz's team has delivered an MVP solution to issue SSI ( Self-Sovereign Identities ) to individuals and organizations using digital wallets. Licenses issued are credentials that a party can choose to share with others to validate their identity or credentials. Liz will cover Rhode Island’s digital transformation journey: how they got here, the opportunities they are focused on, the challenges they’ve identified and the forward strategies they use to deliver identity and digital solutions for digital government.

Governments are challenged to deliver improved services and support effectively to all including underserved communities. With added challenges from the pandemic and social payments, identity fraud increased. Self-Sovereign Identity technologies can help improve identity and credentials in many areas: government identity, credentials, health passes for vaccinations and tests, licenses, asset registrations while improving privacy and automating compliance.
The session explores a State government initiative to expand from traditional identity solutions to leverage Self-Sovereign Identity using Hyperledger Indy and Aries. The MVP project was driven by the need to improve issuing and managing licenses and credentials in the Department of Business Regulation. The Department Director had done extensive research to validate the potential benefits comparing other leading digital government initiatives in Estonia, British Columbia and other governments.
Efficient green energy solutions are critical for everyone. As residences and businesses add solar power, the ability to lower their costs by trading energy through grids is key. For energy utilities, decentralized energy resources ( DER ) improve demand management and grid resiliency for all with lower costs for peak energy purchases.
We'll demo a P2P energy trading MVP solution for DER utility grids. Discussion will highlight the green energy climate today including strategies and key regulatory considerations in the US ( FERC ) and Council of European Energy Regulators (CEER ).
Fabric is an excellent blockchain platform supporting a broad set of use cases effectively. In our sample P2P trading solution we'll highlight:

keys to the selection of Fabric as our blockchain platform
the Fabric features used in the MVP solution
our design thinking on engineering the blockchain services

US Digital Currency: Opportunities, Challenges and Strategies - Jim Mason, DTCC Working in the DLT / blockchain space delivering solutions on different platforms, Jim will review the digital currency landscape with a focus on FinTech solutions for CBDC ( Central Bank Digital Currency ) in the US. CBDCs have been researched by many countries and a few have implemented a CBDC. With the US Executive Order in March 2022, the goal is now to understand the value of a US CBDC in the economy, financial markets and trade and recommend how a CBDC should be implemented. We will identify CBDC directions from the Executive Order and the research the Federal Reserve and other organizations delivered. The Digital Dollar Project, a partnership of Accenture and the Digital Dollar Foundation, is leading the discussion and exploration on US CBDC with other organizations including DTCC. We’ll review work on a Fed Coin, the Hamilton project ( OpenCbdc ) reviewing scalable architecture concepts for a CBDC and the Lithium project ( part of the Digital Dollar Project ) which uses CBDC for immediate settlement of security trades between parties that can be regulatory compliant. Attendees will get a deeper understanding of the goals, challenges and potential benefits of US CBDC.
